I think Gwen fully expected Jack to practically jump her on the spot, but while he was always promoted as a man-slut, the truth is that he was never as promiscuous as Owen and Gwen were, and he always gave the impression that he held relationships as sacrosanct. If Gwen had said she'd broken up with Rhys, then she might have gotten the reaction she wanted. I don't believed for a second that Ianto would have overlooked whatever traumas might have been lingering in Jack's mind, and Ianto was far too comfortable with Jack in the next ep for them not to have had some sort of positive closure. Unfortunately, these are the things RTD never lets us see.
