I think Jack was interested in Gwen, and it was a mild disappointment to him that Gwen had become completely unavailable to him, in his eyes, but that was accentuated by lingering trauma from everything he'd been through. It wasn't a slight on Ianto at all, and I think Ianto would have understood that.
