Yes! Francine is absolutely the best person to look after Jack right now; he needs mothering and he needs someone who can out-stubborn him!

In a way, I'm glad the 456 were not a whole race but just a criminal minority - though it doesn't give Jack the satisfaction of being able to end their reign of terror. A small minority - especially if they're nomadic - is far harder to track down than the home planet of an entire race.

I hope the Doctor and friends can find a way to disable the nanogenes and restore Jack's sight and healing abilities.
